If nothing has appeared after two weeks, the seed has almost certainly rotted rather than been delayed — soil that is too cold or too wet kills cucumber seed instead of slowing it. Resow when the soil has genuinely warmed rather than waiting longer.
Cucumber seeds come up in 3 to 10 days in warm soil. They are heat lovers: the optimum soil temperature is about 21–32 °C (70–90 °F), and at the warm end of that they can be through in three or four days.

Cold is the whole problem. Below about 10 °C (50 °F) cucumber seed will not germinate at all, and in merely cool soil it tends to rot before it sprouts. This is why sowing indoors and planting out later is far more reliable than direct sowing early.
