Do not give up at day 10 — cool compost easily doubles the time, and seed sown at 13 °C may take three weeks or never come up evenly. Bottom heat is far more effective than a warm room, because it is the compost temperature that counts, not the air.
Tomato seedlings usually appear within about a fortnight — the RHS puts germination at roughly two weeks with the compost held at about 18 °C. In a warm propagator at 21–24 °C they often break through in 5 to 8 days.

Warmth is the lever here, not light. Seeds germinate in the dark just fine, but the moment the shoots appear they need bright light immediately, or they stretch into thin, leggy seedlings that never fully recover.
