These figures assume about 21 °C and 50% relative humidity. Cold rooms, high humidity or poor ventilation can double them. Always check the tin — "dry to the touch" and "ready to recoat" are two different numbers, and the recoat time is the one that matters.
It depends entirely on the base. A water-based primer such as KILZ 2 or Zinsser Bulls Eye 1-2-3 is dry to the touch in about 30 minutes and can be painted over after 1 hour — that covers most interior jobs today. Shellac primers like Zinsser B-I-N recoat even faster, in around 45 minutes.

Oil-based primers are the exception: they feel dry in 1 to 3 hours but need a full 24 hours before a topcoat. Painting latex over oil primer too early causes fisheyes and peeling.
