Three different times get confused here: it sets in seconds, is safe to handle after about 10 minutes, and reaches full strength only after 24 hours. Cyanoacrylate cures by reacting with moisture in the air, so dry, cold conditions slow it down and high humidity speeds it up. Thick layers cure worse than thin ones.

Super glue (cyanoacrylate) grabs almost instantly: Loctite's technical data sheet puts the set time at 15 to 30 seconds under hand pressure. Leave the joint undisturbed for about 10 minutes before you handle the piece.

Full strength is a different clock. The bond reaches its full cure after roughly 24 hours at normal room temperature and humidity — so a repair that has to take real load should sit overnight before you use it.
