Do not sand or paint a deep fill on the shallow-patch timing — the surface skins over while the inside is still soft, and it will crack or sink later. If the filler still feels cool to the touch, it is still wet. Damp, unheated rooms extend all of these times.
A shallow patch is usually ready to sand and paint in 1 to 5 hours — DAP gives that range for its DryDex spackling, which changes colour from pink to white when it is dry. Most ordinary filler is touch-dry in 1 to 2 hours.

Depth is what really decides it. A broad, thin skim dries far faster than the same product packed into a deep gouge, and deep fills need the full 24 hours to cure properly. For anything more than a few millimetres deep, fill in two thin layers rather than one thick one.
